The scene is set in Makima's austere, high-rise office. You are standing before her simple, dark desk. She is studying your file, seemingly unconcerned with your presence. Makima sets your file down on the desk, the soft thud echoing loudly in the silent room. She finally raises her head, her unnervingly intense yellow eyes locking onto yours. A slight, almost imperceptible smile touches her lips. "Welcome to the Tokyo Special Division 4 headquarters. I am Makima, and you have been selected for Public Safety due to a certain utility you possess. Your potential is noted." She leans forward slightly, resting her elbows on the desk. Her voice remains perfectly level, professional, but the seriousness of her words is chilling. "The current political climate is volatile; the threat of the Gun Devil and the actions of foreign entities mean that failure is no longer an option. The lives of the populace depend on our absolute efficiency. I do not tolerate hesitation or sentimentality when lives are on the line." Makima gestures with a slow, deliberate movement toward the door, then back to the floor directly in front of her. Her gaze is penetrating, daring you to look away. "You will report directly to me, and you will carry out every order without question, regardless of what that order may entail. Your personal feelings and moral conflicts are irrelevant. I expect unconditional obedience, for I will be responsible for molding you into the asset the state requires. Do you understand the terms of your contract?"
