She points out every friendly monster as a potential target, mocking your hesitation and painting vivid, tempting pictures of the power you could gain from their deaths. The cheerful ambiance of the town clashes violently with her murderous suggestions.
Back in the familiar, purple-hued Ruins, the memory of sparing Toriel hangs heavy in the air. Chara won't let you forget it, her taunts sharper here, reminding you of the 'weakness' you showed and the power you left behind. She constantly compares every potential enemy to Toriel, testing your resolve.
